Why wont my 60 hp mariner outboard motor get up and go?

my 1989 60 hp mariner has no get up and go what do i do? i have replaced the plugs, rebuilt the carbs, changed fuel lines, new needle and seat, and jets, rebuilt the fuel pump ie. new diaphrans and gaskets, checked spark w/light and that is good. what can i do next?
