I have a photoshop question?

hey, so i was wondering which photoshop program, if any, is capable of doing this little special effect. creating a simple orb of light that doesnt look incredibly fake. how would i go about this? right now, im using GIMP (the newest version i think) and i was wondering if it is capable of such a task. thanks in advance!
